Have you been able to duplicate the problem Mary?  I have experienced complaints of the same kind before where the users perception of how long it should take was blinded.  4 MB attachment over 28.8 will take a while I explain.  They respond with something like.. 'I waited 10 minutes'. Yadayadayada...   However since you say the messages are not that big you might check and see if the user has upgraded their DUN and Winsock to the latest available.  I have seen this fix problems like this too.
