Mary,
It is possible that one of the services (POP3, IMAP4, Web MSG) has the users
mailbox open (and locked) so the change cannot be made. Try stop/start each
service in turn to see which might be doing this. Yes, a restart will do the
same, but you won't know which it was and it will probably take longer!
