While that may be true, it doesn't address the underlying
problem: Why is web messaging stopping in the first place?
Further, there is an existing KB notice that allowing the
monitor service to automatically restart the web service
can cause further problems, so that option is not viable.
Those of us with high-volume systems and many users of the
web messaging component need an answer as to the root
cause of this problem. It would *appear* that nobody has
an answer. Is the root problem under investigation?

It is the Monitor program that reports the TCP-1 error. The Monitor
program has determined that the Web Messaging Service did not respond.
If you stop (if it is not stopped) and restart the Web Messaging Service
all should be well.
