Imail has a filter to block null senders, but it's per-server, and in 
practice, bounced mail comes back with null sender so you don't 
really want to reject mail bounced back to you with a null sender filter.

Try a policy/political solution.  Maybe it's just user ignorance 
rather than conscious obfuscation.
