The Zone Records for your domain (like A and MX and so on) are in the responsibility of the owner of the zone, i.e. you or your provider for this zone (like www.domainbank.com). The PTR Records are in the responsibility of the owner of the zone, but here zones are groups of ip addresses. Normally this zone belongs to you or to your provider, and you or he has to make the changes to the zonefile. This is an other zone as above!
