That's 2 GB of data per user that has to be constantly read, truncated, rewritten, reread, etc. throughout a webmail session. That is absolutely one of the most disturbing portraits of a userbase gone amok that I've ever read on this Forum!
Webmail is not a long-term archival solution. It's not even a short-term file storage solution. It would be unconscionable for me to recommend anything but a full-on policy overhaul from the executive level to attack such a situation. You can create and apply your own unilateral message expiry policy in the meantime; the only non-intrusive technical measure you can take would be dedicating complete drive spindles to each user's mailbox to eliminate some disk contention, though certainly this would do very little in the grand scheme.
