I believe that the point here is the same as the old Internet Explorer anti-trust issue.
What Microsoft is saying is that you can buy our Web edition software that is for"web services only" (which by the way doesn't state Web page services, just web services), and here is OUR smtp / pop software, but you can only use it for web services, and no other vendor. By including their version of the mail services (however limited), they are stating that mail services in general are web services, and can not force people to use only their software. It is by nature anti-competitive.
