It depends on what your definition of is is  :)

They would be better off to have said "Installations 
of non-Web 'page' serving applications are prohibited"  

Since the web is a myriad of interconnected computers that serve many
applications.  Now if that is what they meant to say, then why bundle
POP access into the product.  IMHO they are being intentionaly vague on
purpose.  But I still love 'em  :)
