Rackshack (EV1) - one of the larger dedicated server companies offers Web
Edition with Ensim and Helm.
In fact this was said by one of the staff at EV1:

 Just in case people aren't familiar with Ensim it uses Bind, Mailenable or
MailMax and a lot of other non-MS apps.

Every company I have seen that makes Control Panels for Windows all say they
work with Web Edition except you can't use MSSQL or Streaming Media
services.
