That is incorrect the PUR does allow you to install a database as long as it
does not support more than 25 concurrent connections.

Page 38 section f.
You may install web server software (for example, Microsoft Internet
Information Sevices), non-enterprise database engine software licensed to
support not more than twenty-five(25) concurrent users ( for example
Microsoft SQL Server Desktop Engine), or web availability management
software (for example, Microsoft Application Center).
(Typed exactly as in the PUR)

So as you can see if it is not considered an enterprise class database engin
it is ok to install as long as it is not licensed to support more than 25
concurrent users. There is no licensing with MySQL so the 25 users is not an
issue.
