And let's not forget some ISPs rewrite DNS records in their cache to
whatever TTLs they want (for example SBC has a minimum of 24 hours on
everything).

That violates the RFCs, so it can safely be ignored. If they have the old records, that's their problem. If their mail bounces, it's due to their incompetence.
