Wait, in the part I quoted, the one you dropped you said:

So you were talking about the purpose was making the user's life
"safer", now you say that DB vendors need a CLA for contribution. Sorry,
now I'm confused.

And btw. the mentioned companies, even IBM, seem to be able to
contribute without a CLA (with tests and even a few fixes for the
engine...)
