Don't panic. Composer was mentioned in the context of third parties (e.g. mongodb) which want to distribute both a low-level driver, and a high-level class library. It was then immediately clarified that that is *not* the use case being discussed here, and that this discussion is explicitly about code which *can't* be distributed and installed separately from the core. Please have another look at what this thread is about before turning it into a platform for your favourite rants.
