I'm not sure this is such a good idea. A) there are may kinds of tunnels, like IPv6/UDP/IPv4 or GRE, or L2TP or... Not sure limiting to Ipvx/Ipvy is that useful B)A node can literally terminate gazillions of tunnels... Think about a Mobile Agent or a softwire concentrator...
