Frankly, much of this discussion has been about dividing the flow label into 
two parts, one for the host to use to instruct the network on what it wants 
done with its datagrams, and one for the network to use to manage the flow of 
datagrams. IMHO, which is of course always right (TM), we already have a field 
for the host to state what service it wants - the DSCP. Networks overwrite it 
in IPv4 because they have no other option and they need to be in control of the 
flow of datagrams. If you want them to not do so, give them a place to tag 
datagrams.

Or plan on them using MPLS to accomplish their goals, making the entire 
discussion irrelevant because they aren't looking at the IP (v4 or v6) header.
