The only flaw in that reasoning:  the PRC as a government does not particularly care 
how long it takes people to get their e-mail.  They *DO* care (and deeply!) about 
controlling the flow of information.  It is futile, but they try to "plug the holes" 
nonetheless, hoping to outlast, rather than outthink their opponents.

Why does "swapping music files" go on that list?  Surely it is no more honest than 
shoplifting, no less harmful, and about as easy.  Or would you add shoplifting, 
pickpocketing, and rigged carny scams to that list of "harmless" vices too?
