Sure, they could start checking for that, too. But they may decide not to when the entire email system comes almost to a halt because it takes 3 minutes of cpu time to check each email.
It just goes to show the ultimate futility of trying to stop people from doing anything they want to do -- smoking, drinking, shooting up, cursing, swapping music files -- rather than punishing people who have *really* done something wrong -- robbing banks, murder, etc.
Philosophy. I love it!
