I have had that problem with Dectalk Expresses.  On some of the computers at
work, I can use it and it will work in a Dos Window, but not in others.  I
found that changing to a software speech synthesizer fixes this.  It lets me
fully access the Dos Prompt under Windows.  They are relatively inexpensive.
In fact, Jfw32 includes a free one, "Eliquence".
