Hi,

A .bmp file is a picture file which contains no straight text.  I believe
the .bmp stands for bitmap.  The file will have to be processed by an OCR
program like K1000, OpenBook, OmniPage, TextBridge, or something
equivalent.
Sorry to have to give you the bad news.  I know that instructors can sure
be a pain.  It is about time that accessibility really be enforced on
college and university campuses.
