No.  This is *not* text.  There is no text portion of a .bmp file.  While
it may represent a picture of text, it is definitely not any sort of text
you can handle without some kind of OCR program.  Try to get your
university's people to convert it to real text using an OCR
package.  Better yet, try to get the original version that was, hopefully,
created in some kind of word processor.
