Now all is clear. Because my panel is 10 years old and it somehow preserved some old structire. The Quick Launch area isn't part of the Icons-and-Text Task Manager widged, hence the problem. I don't know what area it is, I can't get any info but the system uses to put icons on it without any problems. If I create new panel everything is working fine even with a modified file. I dropped the file in the sys tray area and it's again working fine even on my old panel. So the problem is only when the modified icon is in this unrecognised area: https://i.imgur.com/SD41cAy.png All clear. The problem is in my old panel with the unidentified area.
