To surf on you PC using yor phones internet connection I would recommend connecting your phone to your PC with a USB cable. While you could use Bluetooth to do this it will drain the phones battery faster. UIsing USB you can possible charge your phone while using it to connect to the internet. Its should be a simple as setting up a PPP connection on your PC.
And have a cell carrier that doesn't think this is something that they should charge you rediculous amounts of money for. I was doing this for a while with my Verizon phone, basically realizing that they only reason I was being allowed to surf with my time charged as minutes (meaning free at night) was because my phone was so old they couldn't tell the difference between a USB/BT connection and one from the phone's browser. It basically meant I couldn't upgrade phones without being charged for "tethered mode". So, I upgraded, to an iPhone, giving up laptop data for a decent browser and mail client in the phone.
