Don't forget, you have to have a limit on how small you shrink the scroll bar, and if your display area is small enough and the data large enough, you could conceivably end up with a scroll bar that's one pixel high, or invisible, depending on rounding, and then your scroll bar is practically useless.
No matter how small you'd like it to be, you still have to be able to hit it with the pointer.
The other side of this is that the amount of scrolling per pixel of scroll bar motion is also proportional to display/actual size. This usually seems to work as expected, even if the scroll bar has shrunk to its minimum size, so there's at least some feedback.
