Here is a very intuitive 3D app that just started offering a free
version through Google. Tried the demo and it is good for getting rough
ideas into a model form but isn't quite up to snuff as far as accurate
dimensioning and template printing.

For just 2D Adobe Illustrator would be plenty as it has supported DWG
format for several versions, and of course support for PDF format which
I belive Mark posted the new airfoil templates in. It has been used to
recreate fully exploded CAD files for profiles which were then imported
into FormZ for solid modeling (and I wouldn't wish that task on anyone).

This package feels more intuitive than AutoCAD. It's cross platform
Mac/PC and of course there is a demo you can try to see how it suits
your needs.
