The bolts are .188", indeed.
Most brackets that actually get installed on something have clearance around 
the holes.

I'm just saying, that's the way I did it, and the extra .013" clearance on 8 
holes in a rect pattern
wasn't a problem.  There isn't any "slop" in my brackets installed... And it 
makes installation a bit easier.

Are you sure about that?  All of my AN3 bolts are closer to .188" in 
diameter.  I wouldn't want any slop there either...
