The key word here is "may".
 
 
Show me a better plan than Bates' and I'll back it. But I'm tired of  
mythical local businessmen, teenage property tycoons and phoney sheikhs.
 
As it stands, from the information provided, Bates is a better option than  
the others on the table. 
 
But that doesn't mean he's the best option.
