Thats ok, the problem here is that it is a rule that has never been invoked
before by the FL and therefore there aren't any guidelines to go by.

I would personally turn the question around and ask them exactly what they
do consider exceptional circumstances with regards to administration.
Perhaps they had the rule in case Elvis Presley turned up in a flying saucer
and won ownership of a club but then wanted his players dressed up as bacon
double cheeseburgers?
