I don't know if you can do what you want from the individual's picture
gallery, but you can do it from the Picture Center.
When it the Picture Center for the individual in question, go to the tab
on the far right that says "Attached Pictures". Then in the box on the
bottom of the center column select the picture you want to move. Under
the view of the picture in the right hand column there are up and down
arrows next to "Order". By using those arrows you can move the pictures
within an event or continue moving up or down into the event desired.
