When I started to get "red eyed and rowdy" they gave me a pamphlet outlining the copyright laws as is applied to photographs, and their policy. I have thrown it away, but it dealt with how to tell if a photo was under copyright and I think they contend that ALL photos NOT taken by the person asking for copies (me), is copyright protected and that copyright of a photo NEVER expires. The policy explained how the employee in the photo department was to inspect to determine if the photo was a "professional" picture, i.e.. set background, typical poses used by photographers, professional lighting without shadows, etc. A sad state of affairs, but I'll not argue with an employee trying to do their job who can show written company policy. Anyhow, I'll try one of the other companies mentioned and see if they're as hard to get along with. I find it hard to believe that a photo taken circa 1900 (106 years ago) can still be under copyright. I would have asked to speak to the manager and for
a copy of the statute under which  they claim the pictures cannot be
reproduced.

Have you tried Walgreen's,  Target or K-Mart?  I've never had a problem
copying pictures at their stores. If the pictures have the name of a photographer on the frame, have you tried cropping the scanned images to get rid of the
names?
