MS Windows uses the term Folder for directory to confuse us between hard copy directories and computer filing systems. I use the same folder setup as you do for people photos but keep scanned document pictures, (jpeg, tif etc) and other source type documents separately sorted by church, civil, census, military, location specific, etc. If a family gets too large and you want to rename and split-off directoties (or folders), don't let Legacy search for the file.

Do follow Bruce's instructions:
1. Legacy keeps a list of all directories/subdirectories that contain
pictures/sound/video.  this list can be found under "Customize",
"Locations", "View Current List of Multimedia Locations".

2. If you want to put something in a new/different directory or
subdirectory, you need to have that new location added to the list as
follows:
  a. Click on the "Add" button when this list is displayed and select
the desired location
OR
  b. From within Legacy, find ANY picture in this new
directory/subdirectory and Legacy will then add this new location to
its list so Legacy will be able to find ALL pictures in this new
directory/subdirectory
