The difference is between first level applications(individuals) and second level applications( Community, Society, The Greater Good). But that's simply an appeal to fear, and ignorance. Its used to justify the State, in all of its various guises. The reality is rather different. A great example of the use of fear, is what our current Dear Leader and his Neo Con cabal have been able to pull off, with damn little effective opposition. Slick Willy was bad, but Good King George makes him look like a piker in terms of shredding the Bill of Rights and ignoring the Constitution. All by playing on peoples fear and hatred.
