I think all the discussions of whether it is legal to use multidec etc. are 
needless.After browsing the source code of the multidec,I think that it must use the 
CAM and smartcard together,the operations is only on the interface of CI by using some 
comcode.Is the operation on CI interface illegal?I do not think so.The standard of 
Common Inteface from ETSI is open and need no licese fee to operate on the CAM which 
surpport the CI protocol.bbb
  What the linuxtv or convergence to do is just open the command interface of the 
firmware so that developer can access the CAM through standard CI protocol.
