Kernel patches are available at
http://www.kernel.org/pub/linux/kernel/v2.4/

Get patches 2.4.21 and 2.4.22, install the kernel 2.4.20 sources that
redhat supplied, then patch upwards to .21 and .22. And then, follow the
kernel howto.(after reading /usr/src/linux/Documentation/)

You might want to apply some patches from
http://members.optusnet.com.au/ckolivas/kernel/

They have really helped my desktop machine over the last 2-3 years :)
