They CAN"T get better until the infrastructure is able to support quality 
of service.  Until then, trying to do large-scale real-time conferencing is 
just a good way either to get lousy service or to break the net.

More importantly, you do not make incremental production progress by 
putting a new service into the critical path of an essential political 
process, particularly when there is no precedent for using that service in 
such a way.

As you know, I like moving things into production.

But not if they are sure to fail.
