oh horse shit counsellor:  lets get the facts straight...... this top 
level domain constituency has been articificially resytricted by 
ICANN.  there are circa 240 top level domains..... and inlcuding many 
not in the current rootservers.  ICANN has ar ticially and narrowly 
defined this one such that NSI is the only qualified constituent.  In 
this context it is really disingenuous for you to ask such a 
question....
