That's not really an issue - is it.  Name daemons come prepackaged with
the root servers already prelisted in the root cache file.  Few DNS
administrators even know there are options.

By default, it would be difficult to judge a admins committment if the
admin has no idea one has been made.  A pre configured cache file does not
signify a committement.
