you forgot the army corps of engineers and SWFWMD aka swiftmud... when the lake is low, they close the gates and the everglades don't get flushed.. that water moves south to florida bay... a huge estuary that is home to many game fish breeding grounds.. stone crabs and other marine animals who use it. The water gets too much salinity and those fish don't breed or breed much less.
