Yes between Flemming Key and Key West. We were told there was a sewage plant there. Don't know if it was a Navy installation or not.
What do you mean by "I will have to create one"? Don't hold your breath about Dade and Broward stopping their pumping of sewerage any time soon, no matter what the Feds say.
