The experience you described is a great example of one reason there is such an 
outcry for all forms of anti-boating laws.... of course this boat was at a 
dock, not anchored.  Beauty being in the eye of the beholder & property use 
rights... make it the difficult issue that it is.

Personally I agree w/Norm & think most (not all) regulatory/enforcement 
agencies are mostly out to exist & to collect fees.  Current national economics 
events & my experiences of late with some land based/property ownership issues 
in Fla seems to support that, unfortunately.  

I offer that to support my opinion, not as a complaint.  I do vote (always!) & 
I spend more time than I care to admit emailing & signing petitions on issues I 
feel strongly about, including this one.
