I have a very strong requirement for this, and a small amount of
experience in it (I was the author of mod_atrack and some supporting
functionality).

I would be interested in any project developing a system like this in a
manner which would fit with my application server, saving which, I plan to
write one.

I have also an agenda for being able to track users across other people's
sites in the manner used by doubleclick.net etc.
