They radio/tv operators certainly would be interested.
But as opposed to picking the signal off air with your TV or radio for free, streaming requires bandwidth.
And it is not cheap, even if it is local bandwidth. A reasonably clear audio stream (forget video) needs like 32Kbps for each person streaming.
Who pays for it and why would someone pay anyway when he can pick it freely on his radio.
