Kamwokya as a pilot village sounds perfect to me, as I happen to live (well, stay) and work there :) I think WOUGNET would be willing to participate, with some lobbying from yours truly.
It would be nice to have a more surveyable means of communication for a project such as this. Have we launched a forum yet?
