At a guess, I'd say the router would need to support extending existing
networks. The easiest way to make sure of this is of course to refrain
buying anything which doesn't support OpenWrt/DD-WRT/Tomato or similar.
These projects all have HCLs to aid people when buying. Do you agree,
Reinier?

IP designation could be a problem. A central DHCP server would very soon
get clogged. But each router could have its own subnet, I suppose, and with
some elementary routing everyone would be able to communicate anyway. Then
we would need some kind of central subnet assignment authority, which is
possible but a bit self-limiting. One solution would be to make the network
IPv6-only. That way, people could just grab a subnet at random, and the
risk of collisions would be minimal. Decentralisation would lead to less
hampered growth, since the extension of the network would not depend on one
single authority.
