I'll try to implement the encoding check when I find some more time. Therefore I requested bugzilla
entries as this assures that it won't be forgotten.
I implemented JMarcs suggestion that the japanese packaeg is only loaded when a textclass doesn't
already provide it.
I furthermore disables the SJIS-plain encoding for now until we have better support for it using the
needed conversion your described.
