How is this supposed to work? I would only need 1 entry for accessing an
eventually existing inset->layout->popup.

BTW.: The toolbar now works :), but the Insert Menu does not display and gives:

ERROR:create_submenu: Unknown menu `floats'
Error in MenuCallback
