put the *.layout files into ~/.lyx/layouts, not in the template dir. Than run ~/.lyx/configure and have a look for a line like this one [...] +checking for document class scrreprt [scrreprt]... yes +checking for document class seminar [seminar]... yes +checking for document class siamltex [siamltex]... no [...] is your layout file with class detected?
