If Shawn has a line that can't get to 44-46 kbps, than he is too far out in the 
country to entertain any hope of landline high-speed. As you mention, wireless 
will be spotty at best and very expensive.

Unfortunately. buying another modem will not cure your dial up speed.  
I would investigate moving to some sort of high speed connection.  
There are a number of wireless companies out there, however, cost  
might be prohibitive. I would hazard a guess that the speed you are  
connecting at with your eMac is the fastest it can do under the  
circumstances. It will never be worth investing in a USB modem to  
improve your speed by 2 kilo bits per second.
