Empirically it's *more* likely than B.

In his 1864 Inaugural Address to the International, Marx contrasted the
*defeat* of the 1848 revolution to the *success* of the Ten Hours Bill:

Can I prove that Marx was right? Of course not. But I can point out that
Marx stressed the point about the reduction of the working day being a
precondition *repeatedly* -- in *Capital*, in a resolution of the
International, in the *Grundrisse.* That is not a "glissade."
