Not to be too obvious, but how are you starting the installation wizard? I just tried to replicate your problem by logging on as a non-administrative user (which will fail, obviously) and running the wizard. Of course my first attempt failed, but I was surprised to find that if I logged on as an non-administrative user, and used, "Run as" (administrator) ---

I installed MaxDB from the package maxdb-all-win-32bit-i386-7_5_0_8.zip and did a full install. I've tried stepping through the commands in the admin manual for creating a new database instance in dbmcli and I get the same results / message. I have been unable to find any useful information about this error code, so please forgive if it's out there and I just can't find it in the groups / manual.
Please advise, and let me know if any logs / other information would be helpful
