I agree, it doesn't matter how quickly you get to your top speed, wether you have slicks or radials makes no difference. Slicks will be able to grip the road better under brakes and will decrease the stopping distance, but radials will be just as safe - given you have the room to stop the car.
 
I have used street cars on race circuits in the past, with everyday street tyres. These tyres where able to stop my car from 170km/h lap after lap. The only tyres I would be concerned using are the very thin tyres seen on some drag cars, but again given enough braking area they should be just as safe (plus you could put more brake bias towards the rear)
 
As for the Todd Wilkes incident - I would defie anyone to try and stop any street car going at that speed in the distance given. Even many of the 'super cars' Ferrari's, Porches etc would have difficulty stopping in the distance given to Todd, and they don't have thin little drag tyres on the front! Even if he had slicks of the same size tyre he was using, he still would not have been able to stop.

2. I still don't see why using slicks on the back and normal radials on the front is any more dangerous than radials all round? Except when using tyres that are not rated for the speed. Can anyone clarify??

because there is less surface area in contact with the road because of the tread
also treaded tyres will be a softer compound, i think
dont take the risk, use one or the other, not both

i dont know of any rules, but just think about it logically............it IS a disaster waiting to happen, especially seeing as the front wheels take most of the cars weight under brakes

what is the rule about slicks on the rear and standard radials on the front..............

i've heard that this is a disaster waiting to happen - especially at 100+ mph and then braking heavily.........
